Since 2017, 28 PE-backed upstream operators have received at least 53 permits to build pipelines in Texas with the Eagle Ford being a top play for such projects, according to state regulatory filings. But Aethon Energy-affiliate Kudu Midstream was the most active overall in Robertson County in Central Texas.
